Samsung Galaxy S4 mini I9195 Brick not turn on.

Hello guys I need some help from you because, I tried some booting and updating android on my phone.. The phone is booted on cyangenmode and the phone is reviewed by root checker. Also i need TWRP or CWM or Philz. I tried to download by application of Flashify the TWRP. I searched the Galaxy S4 Mini (64 - bit only) its 64 bit I think.. But here is the problem.. when I downloaded the TWRP twrp - 3.0.0 - 0- t03gub.img I flashed recovery its flashed and i rebooted it. When the phone started in menu: samsung galaxy s4 mini i9195 on the left side you know i have Recovery Rebooting.... and under the RR. i have Set Warranty Bit: Recovery but the phone is not in menu of recovery and in the menu teamwin but only in the start menu when i turn on the mobile. Its 1 hour when I started the mobile and it cant load the menu of teamwin. However when I put the mobile on charger its sound like vibrator and its always turning on and turning off.. I need the help please can someone write me why it is ? I need to fix it. please Thanks
